Its specifically stated he has no genitals in the light novel and manga, and in the past he looked much more female than he does in this show, they changed how he looked in the past probably because of costs so they wouldn't have to animate a different model. Well he was pretty weak when he was created, only reason he managed to grow so strong is because he could learn and improve his abilities and steal them from others

Each of the heroes had a different special ability and a different starting power level to coincide with it, his special ability was infinite and rapid growth, the other heroes had capped power levels, it was like starting level 1 versus being capped at level 100, all the others started at 100, but he can go to 10000.
